Okay when I download and install it and go into Rohans citadel he's not there. Do i need to download the .RAR extracter?

You can get the extracter fot free, if the mod comes in a .rar file then yes, you need to get one. Only compression files that are made by EA will be opened without needing an extracter for the. (ie: .big files)

and about not seeing the button try looking on the palantir sometimes the button shows there as celeglin said about there being too many heroes
