shoot down spy drones.What is the radar van anti-radar missile sopposted to do? It seems useless.

It shoots at all stealth detecting units - spy drones, scout drones, radar vans, listening outposts and others. Two hits destroy any stealth detector. Even Overlord radar addon can be destroyed.
