For some odd reason, whenever I scroll a webpage on internet explorer, it doesn't scroll it seems to just reload the screen to be that part of the page... and its very frusterating when trying to read something or when scrolling through a page to find something. I've checked the internet properties and made sure that smooth scrolling was checked. Does anyone have any ideas on how to fix this... I've been trying a lot of things, but ever since i did the restore its been acting like this.
