I sent a PM to Tranj querying this line of the Winter Assault license:

You agree not to modify or attempt to reverse engineer, decompile, or disassemble the Program, except and only to the extent that such activity is expressly permitted by applicable law notwithstanding this limitation.

His reply was:

I believe this is there to protect us in case a mod is harming the game in any way.

Thus modding and DLL modding are OK as long as it doesn't harm DoW.
