The underground force of Lumiara, almost four-hundred thousand strong, with weapons, have decided that it was time for the Rebellion to take back what was rightfully thiers. "Act now, slaughter them while they sleep. Spare none."

On the streets trucks with installed megaphones went back and forth repeating their message over and over for a full hour in all of the major cities:

Attention! The commisariat requests a rebel emissary to join us in the Lumiaran parliamentary building for talks of agreement. Do not attempt to comply on this request while being armed. If no compliance is met, we will be forced to counteract this rebellion with sufficient measures. This matter can be resolved peacefully!

One lone rebel, a lieutenant in the rebellion, was ordered to go and meet in the parlimentary building.

The parliamentary building was extremely heavily defended. The whole street was blocked off.

"Nothing must interrupt the negotiations. Even if the whole world fell right this moment, the negotiations will be completed." - the order for the commander in command of defence said.

As the rebel lieutenant approached, he was searched thoroughly for any concealed weapons, and promptly let through under escort of one guard. In the parliament itself the Rivanan Gamma theatre command was sitting, as well as numerous Rivanan advisors and Lumiaran Communist Party members. A "honorary" seat at the front of the hall was selected for the rebel. As he took his seat the proceedings began.

- "Right." - a Rivanan man in a army uniform stood up.
- "I am Commander Semyon Ilov. Since you are the representative of the Lumiarans who are discontent at our involvement, it is my duty to read to you the act of re-establishment of the government in Lumiara. It is also my duty to make it so the pact is beneficial to both sides - in this case the Lumiaran Communist Party, and the Lumiaran Rebellion, and one that will avert the civil war in brewing which frankly is unnecessary."

Some of the people in the seats stood up and gave an applause. As it finished, commander Ilov started speaking again.

- "Onto the pact. We propose to you the complete re-establishment of Lumiara under a democratic government along with a full alliance with the Republic of Rivana. The economic system will be pending your decision, there are no requirements from us that you join the LSN, meanwhile we require the following points to be fullfilled:

1. The even split of parliamentary seats between whatever party the rebellion forms, and the Lumiaran Communist Party. That means each party is to hold 50% of all seats in the parliament. Pending time other parties may be introduced, and the number of seats shifted here or there, but the Lumiaran Communist Party must stand and be allowed into the parliament.
2. A treaty of open borders between our two countries. That means freedom of passage of Rivanan units through Lumiara, as well the ability for us to stage a garrison in Lumiara should the situation surrounding the area become unstable.
3. A formal alliance, which includes re-assurance that no unjustified hostilities between our two countries will be opened. Should you violate this pact, Lumiara will be officially considered a threat, and all major governmental facilities will be targetted. Afterwards a new government - one that will be more willing to cooperate - will be instated.
4. A military alliance. This means that the Lumiaran military will be obliged to help us, should we be unjustfully attacked. This must be unconditional. Even if it is your friend, but the attack is unprovoked - you must comply.
5. Both of our countries agree to accept each others moves on the international arena. Unless it is a hostile move towards Rivana, any of it's allies or the LSN, we will provide political (and if required, military) assistance should you render territorial claims or stage a police action in an area. This is also vice-versa.
6. Should Rivana be in need of a particular resource present in Lumiara, you agree to trade it to us - no matter what. Trade means we will exchange commodities, so it is not unfair towards you. This point just assures that the access to resources be allowed.

In return we oblige to:

1. Provide help, make it military or economic - pending your request.
2. Provide economic and military advisors to enhance and fasten the process of rebuilding your country.
3. Provide our own war factories to rebuild the Lumiaran military - this of course after a sufficient fund transfer has been made to facilitate production costs. In special circumstances negotiations towards the price may be conducted. We remind you that our equipment is state of the art, and after training should suit your military force just like it suits the rest of the LSN.
4. Not interfere in your foreign relations to the point of joining or leaving other alliances. So long as it doesn't hurt Rivana or the LSN - you are free to do what you will.

We reserve the right to present other points after the agreement, though they will most likely be open for negotiations as well. I should remind you this pact is actually beneficial to your country. You enjoy complete freedom except you promise not to attack us. In return we give you resources and military assistance.

All you have to do is sign the pact."
