Being bored today, I came up with and Idea to make a charizard model(Not done with the textures yet0.
Anyway, here it is:

Outlining things with splines is insufficient, you need to adjust them in more than two dimensions. Also play with the spline number of steps before extruding, it helps trim poly counts.

Is there any way I could make the arms and legs without making them look.......FLAT? I tried the lathe modifier but I usually end up with a pile of ****.

the way you started is fine. now you have to refine everything by moving around (groups of) vertexes on their own
