Hmm...you could, perhaps, make Celeborn like an Elvish Saruman, and give him some sort of resource boosting abilities. For instance:

Mallorn Tender: Boosts resource output of any Mallorn trees in his vicinity.
Piercing Gaze: Stuns units in front of him
Elvish Grace: Permanently boosts the output of a Mallorn tree (Like Dwarven Treasures)

Brand seems to basically be Faramir on amphetamines, but since he's king of Dale, he could get some sort of minor Rebuild power...which is something I'm sure just about everyone could appreciate >_>

Celeborn-
Elven Wrath (blademaster attack type)
Lorien Magic(on high lvls)- Blasts enemies on small radius with yellow word of power(on very small useful only vs enemies surrounding him not like Gandalf or Gloin)

Brand-
bow/sword
Piercing shot- powerful shot. looks like wounding arrow but its about 5x stronger.(only with bow)
King of Dale- 25% range, 50% attack and 15% speed for archers of dale and 50% attack and 15% speed for Warriors of Dale.
Swordmaster- gives Brand 50% attack and 25% attack speed.(only with sword)
Archer Training- gives archers experience
Black Arrow- very powerful shot, kills in one hit all flying enemies and hurts badly foot heroes[still kills the weakest] (Fellbeasts, Drogoth, Witchking on beast, Eagles)(only with bow)

The Elves seem to be pretty well rounded when it comes to combat-oriented heroes, so it seems like it would be a little redundant to make Celeborn basically an amalgamation of Elrond and Glorfindel. And do they really NEED another powerhouse? The Elven infantry seems strong enough by itself.

Making the Black Arrow ability one-hit-kill also seems a little, erm....unbalanced. I mean, you then basically negate Mordor and Goblins best heroes, which doesn't seem terribly fair.

Celeborn:
Leaves of Lorien
Elven Wood Spell, heals all allies in the area, and knocks back enemies.
Try a commandtrigger to get the heal and elven wood together, and fire a knockback weapon through the
elven wood tree OCL (I'm pretty sure it can be done...I think I saw it somewhere once...)

Lord of Lothlorien
Gives lots of experience to troops across a wide area.

Brand:
Dale Defenders
Brand and all surround Dale units take 10% damage, do 175%, and have crush resistence temporarily.

Erebor Allies
Summons some dwarves.

Black Arrow
Powerful single shot, strong vs. ALL monsters (trolls, mumaks, fellbeasts, ents, and dragons); knocks off
a third of fellbeast heroes' health, half of mumaks' and ents' health, instant death to trolls and fire drakes,
and 2 thirds of Drogoth's and Summoned Dragon's health.
