I want to make the archers to miss sometimes because its strange how the archers hit all the time.

they dont hit all the time, some arrows miss...

but when the arrows miss do they cause damage and how do i make them less acuret

If an arrow misses it doesn't cause damage. You can make them less accurate by changing this line in the entry of every archer weapon found in weapon.ini - be warned, there are a lot and archers will become even less balanced than before:

HitPercentage = 100 ;When this weapon is used it will hit exactly 100% of the time.
