Final decision about F-16 is not made yet. Many players ask to leave it with no changes. So, AF general will likely have 2 artillery units at rank 1.
I suggest to add 2 machineguns to the Pavelow and tranfer it to rank 2 or 3

It is basically artillery helicopter, and has the same missiles as the F-16XL in 007. But, the F-16XL in 008 will drop EMP bombs, not artillery, for balance.

I like this idea, and i am currently working on this model. I have imagined it as:
-500 ft height tower capable to garrison 30 nuke tank hunters.
-The bunker will get ability at rank3 to teleport in the middle of enemys base.
-When bunker is destroyed it will leave a blast similar as 2 Apocalypse devices.
-Also radiation field will stay 2 weeks on map, even if you turn your pc off for a few days....it will stay...there...and kill enemy units
-At rank 5 tower completely transforms into....a huge flying platform a size of 1/4 of map. You will be able to build up whole base in sky, no one will be able to harm you. With this you unlock 50 nuke overlords for free.

F-16 are used for fast flank attacks without artillery mode. They are good against buildings and infantry.Imo that's a very bad idea.
If the Pave Low doesn't suck who will still uses F-16s? A helicopter and a SLID is easier to handle than an air plane and a SLID.
If the Pave Low does suck compared to F-16 slow players will use the Pave Low, and players who can handle the additional APM will use the F-16.
Also as you have stated yourself the design of F-16s is somewhat flawed, the speed upgrade makes them weaker; letting them drop EMP bombs sounds like a role for them where they can be affected by that upgrade and actually profit from it.
I will think about it. Game engine has limitations, but I will try to implement what is possible.Some other suggestions about controls:
- If possible, make the turning radius of ground units smaller to make microing your units easier.
- Give all units that can cloak themselves the commands "Fire on will" and "Hold fire". Sometimes you don't want your cloaked units to reveal themselves, e.g. because they face a superior enemy force or because you want to set up a trap.
- Give primary anti-air units a "Guard Air" button so they only attack air units and ignore ground targets; it's very annoying if e.g. your Super Red Arrows fire at a single infantry and get demolished by a few Fire MIGs.
