I did the following:

II. Installation Instructions

1. Extract the archive to ..\Forces of Corruption\Mods.
2. Open the Phoenix_Rising_Starfighter_Mini-Mod folder.
3. Right-click the Phoenix Rising shortcut and go to Properties.
4. In both the Target and Start In fields, change the path to
where your copy of Forces of Corruption is installed.
5. Click OK.
6. Double-click the shortcut to play!

I don't see any changes in the game. So the data file you made goes into a folder

\Forces of Corruption\Mods

and it should work?

I tried GC, i don't see anything new.

try using the empire at war mod launcher it does it for you
