No it isnt and never will! since it is already released it can't die 
. But i believe there is still being worked on internal. But because of Real Life Mixed with exams= almost to no updates on most mods. but if vacacion is here this mod i think will get pumping again. Correct me if iam wrong.

Only I wish... that VK's "surprise feature" of the RockPatch 1.10 is the "real" TS Sonic weapon... no hacks to emulate it... GDI Disruptor should to be the Allied Prism tank counterpart

XD, well i hope that VK makes the swis patch or EYR or what ever.. really usefull XD!! so i cant wait for next month..

And if isn't released SP then with the mod will be zipped the RP v1.10 #0036... because he can't retroactively change the "conditions of use/distribution" of older versions of the patch.

I don't know if we can yet assume that NPatch is the same as RP 1.10. I do know that VK has said that the first version of the NPatch is like the first version after regular YR update 1.01. If I remember correctly, though, he did seem to imply that the features he did after RP1.08 would be added into the NPatch.
A possible problem is who owns what concerning the Rock Patch: VK did everything after 1.08 to 1.10, but PaD owns everything from before that. Will VK simply add all of the features of the Rock Patch to the NPatch, or will mods like Reloaded require RP1.08 + NPatch? Still only time will tell at this point. I'm just glad to see that VK is still working on this. Let's hope the next version of Reloaded will come in good time!
