One of the things I miss from BFME1 is Saruman and the WK's leadership. I mean, they lead the armies and the faction, and while Saruman's voice has an incredible charismatic presence the Witch-King would drive nearby troops of his to fight better through fear. They both should definately have leadership. The Witch-King having very large scale leadership while mounted on his fell beast would be a very useful asset to Mordor, allowing a Mordor player to really boost any army's strength from above. The Witch-King would be a great leader hero, I think.
An pretty wild idea I had for Mordor was the inclusion of Sauron before the Ring is won, in the manner of Galadriel being recruitable before the Ring is found (by the way, she definately needs much higher damage considering her tiny radius, she's at the moment one of the least useful and cost effective in the game). The reason? Well, Sauron was corporeal as the Necromancer after the One Ring was lost, meaning he doesn't need it to have a shape. He actively influenced the world around him, summoning the Ringwraithes back to Dol Guldur and getting up to wicked magics and that. Peter Jackson heavily considererd having Sauron fight Aragorn at the Black Gate with a sword, and having another scene where you see the frail form of Sauron inside the tower of Barad-dur.
I was thinking you could recruit a much weaker version of Sauron before the Ring is found. He would look like he does normally, except maybe with a troll's sword instead of his mace until the Ring is found. He does about the same amount of attack radius and damage as Rogash but stronger versus buildings and heroes. He has two powers, Inspire Fear and Leadership. He has very weak armor against magic, making him vunerable against heroes. On bringing him the Ring (unless you want the crazy idea that an Orc could keep the ring for himself and he'd be totally okay with that, like you plan with Saruman, when you could be sensible and make it so that only Saruman could wield the Ring but to incredible effect, giving him a new skin and powers and that), Sauron gains access to the rest of his powers. However, to recruit Sauron in the first place your fortress must have been upgraded with the Gorgoroth Spire.
Here's my version of Sauron with the Ring...
Sauron
Recruit the Lord of the Rings
Buildcost: 8000-10000 but much lower buildtime than before
The Ring unlocks the rest of his powers, grants him a mace with much higher damage and radius and gives him much more health and armor
Powers:
Lvl.1: Master of Mordor (best leadership for Mordor)
Lvl.2: Inspire Fear (nearby units flee)
Lvl.5: Dark Light/Light of Melkor (requires the Ring; like Istari Light but stronger and in darker colours; very effective against heroes; units in a large radius around the attack flee)
Lvl.7: Flames of Gorgoroth (requires the Ring; the massive Mordor Fireball rain thing)
Lvl.10: Lord of the Rings (requires the Ring: does excellent damage to all enemy heroes within a large radius of Sauron, and temporarily cripples/weakens them or gives Sauron a temporary massive boost to damage and armor. The FX is that of Athelas, but red.)

I do like the idea of a weak Sauron. I don't think he should be wearing the same armor though. He has an elf-like appearance. Another abandoned concept from the movies was to have Aragorn see Sauron in his beautiful, awe inspiring, mirage-like human form before charging the black gate. The scene is still in the movie where Aragorn steps toward the black gate in a trance only to then turn around a say "For Frodo". IMO I think Sauron should look similar to an elf except with a dark aura around him.
As for the powers, the lv 10 power is kinda OP in that Sauron already does massive damage to heroes, structures and units while still having a massive amount of armor and health.
And in conclusion, if you do this for Sauron, you have to do the same for Galadriel.

- Removed the lightning as the level 10 power
- Moved Hour of the Witchking power back to level 10, also giving a perm debuff to all heroes on the map. This will slow down the recharge of their powers by 35%.
- When you purchase the WK and you are on foot, you start with only the sword. At level 4 you get the mace and you can toggle between using the sword or using the mace. The sword does more damage, but the area of effect is much smaller. The mace has the large area of damage and uses the wide swing when attacking, but when you target a hero the WK swings the mace overhead and stuns the hero and any heroes very close by for 4 seconds.
- Of course, a very strong leadership has been added at level 1. The details can be found in the leadership update.
I think this should provide for a powerful WK while staying away from the fire debate. Oh, and that pesky bug with the WK dying at midlife has been fixed.

Sauron can't take on his fair form any more. Ever since he fell in the downfall of Numenor he couldn't take on a form fair to the eyes of men.
Based on the abandoned concepts from the movies, he would have appeared as sort of a mirage before Aragorn to try a sway him. Once Aragorn refused to side with the dark lord, Sauron would have resumed his shape from the last alliance, armor and all. But again based on the movies and PJ's ideas, not the true lore.

The Lord of the Rings power, I'm working on ideas wise. I think it should be the most powerful ability in the game, because it's Sauron finally gaining his ultimate weapon. Maybe it could just kill all nearby heroes, who can really damage Sauron if you pair them up or unlock a good ability. Maybe it could release a word-of-power type blast which destroys all nearby enemy units in a massive radius (and does great damage to their buildings?) Maybe it could start a long-lasting meteor strike that has effect over a massive area. I don't know, except that Sauron's Lvl.10 power should be best in the game. And oh, I'd do the same to Galadriel too.
I like the new witchking. Shouldn't he start with a horse like everyone else though?
