Most of the time I've always dug, but I'm not too familiar with the Water tool so if someone could explain to me what it does, that would be great. I have read a lot of the tutorials and I don't think that they said anything about that tool, but I'll go check.

you have to do both. first you need to dig the riverbed, then put water in it with the water tool. water is just a plane, see attachment

BFME Rivers (as opposed to lakes are a nightmare). Make a lake shape using at least 6 points, and have them set out in pairs (on opposite sides of the river). Click Is River, then readjust the point to make the river flow properly. Would be useful to either do this off-map, or raise the water height to well above the ground so you can see it all.

to make the water plane a river, it must have at least 6 points when you draw the water plane.
Change the settings to get the desired effects and color.

To make the river crossable put rocks in it and put this object where the rocks are

bynativetype/civilian/system/WaterRippleSpawn

make sure they face the direction the river is heading
and dont make fords of the river deeper than 5 ^_^

the best digging method is
1. take the height brush with no feather and ajust the number to how deep you want the river to be
(maps usually start at a height of 16)
2. use the smooth height brush to ajust the edges how you like
3. ajust the level of the water plane your making the river out of until you get the desired river width.

When I dig, water already shows up, but doesn't seem to flow in any direction. Does water tool make it flow?
Btw, did you get the screens mh_gollum, or do you need me to enlarge them?

the water you see is the default water plane
i usually delete it before i start.

to delete it scrollover to the edge of the map and click on the blue boarder delete it :)
