Computer stuck at Blue Screen

Quite some time ago my brother's old pc would go to the select 'safe mode or normal' screen, and then no matter which option I chose, it only got as far as a blue screen. At a quick glance it appeared to have an error message and a few hex strings displayed, but then it would restart. The process continued to repeat itself, leading me to try to reinstall XP. I then gave countless errors saying that it could not copy half the files. So we shelved the pc and gave my brother a spare pc.
Now my sister's pc got to the blue screen. I was wondering if there is anyway to get it up and running again. the content of the HD shouldn't be a problem because we have a utility to extract things from the HD. I just want to get the pc running correctly. What do I do?

Took a picture of it with a digital camera... I've seen this and got past it on my mom's Vista tons of times.

In the BIOS settings for your computer, load the 'Fail-Safe' default settings, and then reactivate the most frequently used options such as USB Support.
How do I get in BIOS? Every time I press an f(1-12) button it stops.
EDIT:Well out of time... >.< I hate those questions that CAN'T be answered on google, when I waste time on questions that can, and then go afk for hours...
EDIT2: Still wanna know how to fix it though, its always handy to have a spare!

It is an HP Pavillion ze2000, I have searched and really didn't get much but reviews.

HP's are awesome computers, I'm running a HP laptop at the moment... however the bios can't be accessed with f2 or f12 as with many other computers (or in the case of my old emachines the delete key)
The standard key combination needed to enter the bios on a HP is ctrl+alt+esc although it is possible that it's different for your model its worth a shot. sounds to me like your windows got jacked pretty bad, and if you still have your restore disk you will want to try to launch from that... but it could also be your motherboard or a hardware problem. good luck reaching the bios and keep us posted.
