I did a test:
Opened my old Max file, where I had rigged the Demo Marine to a ZH skeleton, using a Westwood Space Warp.
I exported the skeleton as a new W3X skeleton.
I exported the Demo Marine as a new W3X Skin, referencing the new W3X skeleton.
I imported a W3D animated skeleton of the Demo Marine firing, and then exported it as a pure W3X animation, referencing the new W3X skeleton.

This means I don't have to animate infantry from scratch for C&C3. But, if I had skeleton files in Max for the GDI and Nod infantry, then I could use the C&C3 stock animations.
