Check the main site for tutorials.
Use Photoshop, or Gimp.
It's not going to be easy.
I thought you already said you could skin in one of the recruitment topics?

Bfme Texture files are mainly all in dds format, You will need to download a plugin (On the site?) or use a converter such as dds converter, To convert them to tga format.

Once in tga format, They can be directly opened in Photoshop, Aswell as most other Graphics Programs.

To create textures from scratch, You will need to use brushes, aswell as an array of other tools, filters and such, wich are in most Graphics Programs (Photoshop, Gimp).

You can also start out by trying to use Image-Texturing, Photos, Pictures, Etc can be used to create textures for in-game use, Aslong as you know how to edit them and turn them in to a texture to use on a model though.

Best of luck,
FlameGuard
