Hey i got CCR and after i put all the files in the RA2:YR folder it says that file is missing what should i so

The message "file is missing" when happens exactly? when you are uncompressing the C&C:R download or when?
EDIT:
Ahhh, are your talking about that not exist the install.ccr...
Case 1:
then do a copy of the mod manager executable & rename it with the name: install.ccr then run again & the files will be moved to a sub-folder called reloaded (if you unzipped directly the mod files directly to a new game sub-folder this message will not appear)
Case 2:
download the last version of the mod manager & replace the old one, the download link is:
http://reloaded.cncg...anager_v240.zip
Because few people reads the necessary steps in the warning message I should re-upload the mod files with the last version of the mod manager :-/
