Yes, they build everywhere, but it takes a while, its not that it starts building starbases like mad from the beginning, but you give it a while and it starts upgrading starbases on all planets.

Yeah, the quickfix does fix the station building bug quite well, but the AI still refuses to upgrade. I've seen fleets of Praetors, but never a MkII, and heaps of Skipray "G" models, but no upgraded ones. And I've certainly never seen any of the ships that require unlocking.

The quickfix does make the AI build stations more frequently and it does upgrade some. I can't remember the planet but one went from having no station to having a level 3 station. Also, the AI hasn't swarmed me with huge fleets of fighters since (i.e. 35 flights of TIE Starfighters and 18 flights of Skiprays).

FoC -> mods -> PR -> data -> XML -> AI -> goalfunctions -> BasicInfrastructureGalacticSet

very top should now look like this

<?xml version="1.0" ?>

<FunctionSet>

<DevelopStarbase>
<Goal>Upgrade_Starbase</Goal>
<Function>ReallyBig</Function>
</DevelopStarbase>

it takes alil for him to begin building.. but he will.. including golans and other space defenses.. he will actually build large cap ships instead of many smaller fighter type ships

The AI does not research anything - ever. Which is rather disappointing, and makes the game a bit easy.

Also, the Imperial AI only seems to build level 1 stations. The rebel AI builds level 5s.

oh! I thought they were doing this because I had It on easy.

He's probably doing this:

<DevelopStarbase>
		<Goal>Upgrade_Starbase</Goal>
		<Function>ReallyBig</Function>
	</DevelopStarbase>
But that'll likely cause them to build starbases everywhere and probably neglect other areas of the economy to do it.

well if you think about it, the empire was alyways about space strength and not so much about ground strength. Alyways thinking dey shit was impregnible and everything!
