Anyway, back to the discussion. It'd probably be a good idea to design your Hobbit faction around what we know about them as fact:
-fierce in a pinch
-no professional warriors
There you go, hopefully that'll give you guys something to work with.
On the subject of Dunedain allies...they should be just that - allies. They never had direct contact with the Hobbits of the Shire while they were protecting them, and if you include them, that should be reflected likewise as possibly a summon allies power, or maybe even a 'slaved' unit to certain buildings.
EDIT: Perhaps they could be both? You would sellect the power, "Guardians of the Shire" (?), and the area of effect circle would appear. You would then select where you wanted it to be active on the map ala Devestation or Elven Wood. When selected, a battalion or so of individual Dunedain would patrol the chosen area until slain.
