The Underground is a race that cannot live on the surface because they've very sensitive, flammable skin. This is the reason why they live in large tunnel systems. They have a government that consists of state property, where the state owns everything, and if you don't work, you don't eat.
Technology
They have very powerful laser systems that can eat through heavy armor like a hot knife in butter, but it takes time to completely melt the metal depending on range, as the laser dissipates through distance. But, if the armor is in contact with the focal point, about 25 meters away, then it will quickly cut through, leaving nothing behind. If the numbers of hostiles grow too large, then they will result to powerful projectile weapons to help lower the numbers.
Another powerful piece of technology is their state of the art phasing devices. They put them in their power-suits that power the personal laser cannon, so that if they're ever out-numbered, then they can simply phase out of the deminsion and retreat, where they quickly phase back in and get beamed out.
