So IPB 1.2 is no longer beta?

It's now RC1 (Release Candidate 1), which has loads of bug fixes of the beta's.
Skin files have changed a bit too, only a little though.

global.php is the file with the MySQL settings in, if it's missing or has in-correct data in it the board wont run.
A common reason for this is upgrading - when people upgrade a forum thay a supposed to upload everything except the global config file. Looks like thay forgot to read the instructions when upgrading to vB3
