Well, i've begun my mod and have used the Valve Developers Wiki to guide me...

It seems I've ran into a problem, because everytime I try to run Debug "New Instance" on VSE2008 it doesn't run the code, but instead says

"Unable to start Program 'C:\Program Files\Steam\SteamApps\kingtails\source sdk base 2007'

Access is denied"

Thus I am unable to Debug the Source Engine, any ways I could tinker with the controls to access the file?

Windows Vista? Maybe if you run Visual Studio as admin (just a guess).

I only have one user on the computer, and he's admin.

Yes but in Vista even if you're the admin, you don't have all the permissions by default. You need to right-click the program icon and click "Run as admin"
