Since the rebels relied more on hit and run tactics their infiltrator could be their main ground unit and have three different types(one with stealth and steal vehicle, one with steal vehical and speed, and one with thermal detanators and stealth) and each being stronger than stormtroopers.
The rebels need to capture a industrial world to build vehicals except the airspeeders, and their full groups of infantry be weaker than all Imperial infantry and more expensive than infiltrator (since a rebelion wouldn't have the money to amass large armies or the training programs to train whole squads as effectivly as a infiltrator team).
and at Yavin 4, Ossus and Coruscant they could tran jedi
The Empire could train Dark jedi at Korriban.
The Empire unlike the rebels could mass produce vehicals and large groups of infantry.
