Extract the mod to your Forces of Corruption install path.
It should go something like:
C:\Program Files\LucasArts\Star Wars Empire at War Forces of Corruption\Mods\Phoenix_Rising_v1.1\Data
Make sure there's no XML or scripts folder in the Forces of Corruption\Data folder.

<DevXen> Today I was at the store and saw a Darth Vader action figure that said "Choking Hazard." It was great.

Same error?

Don't use the old desktop shortcut. Use the new one in the download. Move it to the desktop and change icon properties (change icon) with the PR logo in the download pack.

Hope this helps.
