The point of NK getting better and better balistic missiles is simple; it's the same reason that the SETI treaties targeted intercepting defense missiles and not actual offensive missiles: mutually assurred destruction. If NK can obtain the ability to nuke LA, San Francisco, Sacramento, Portland and Seattle, then they are mostly secure against an American (or allied power's) invasion/attack. It doesn't matter that NK would be flattened in a conflict; the American government is not going to risk having major cities attacked and as such will treat any nation that can retaliate with nukes with more respect.

to that fascist thing:
Kim Jong Il is typical neostalinist. There is no other country with such regime like in NK. Only NK is stalinistic.
And as we know, Stalin was like Hitler, same beast. And some people say Stalin was de facto fascist...

Yeah, just because there's a dictatorship doesn't mean something is Fascist.

It has to be Corporatist and Nationalist as well. He's an authoritarian communist.
