Why not make him stronger and make him the goblin ring hero.
Ring heroes are going to be removed.Because the new Ring system, described in some topic somewhere (
) is infinitely awesomer.

i wouldnt exactly phrase it like that...
just instead of having one ring hero per faction, all heros will be able to use the ring (with the exception of mordor of course
)

Mordor easily has more than enough heroes as is, and the Goblins already have two dragons. For either faction, having a Balrog as a permanent hero would cause way too many balance problems to be worthwhile imo.

So there's no way the Balrog can make an apearance as a perm hero without OPing the faction, and Sauron's about to go?

Realistically it'd be interfering with the Witch-King's role as the top expence hero. You'd have to make the Witch-King cheaper and/or more attractive to purchase in comparison to a Balrog and give the two vastly different and equally attractive roles in Mordor's hero lineup.
In addition to this, realistically a Balrog in Mordor as a permahero just doesn't feel right.

Sauron's not about to go. For Mordor with the new ring system, you'll bring the ring back to the fort and build Sauron. For all other factions, you can use the ring with the hero that picks it up.

And the Balrog the Goblins can summon isn't that strong...A few Mirkwood Archer with Silvertorn Arrows and bombarding and when it's attack a Rohan fort it goes down before he takes 25% of it's health away. Nethelen can prove it. It was his fort and mine Mirkwood guys. And maybe you can add an effect that makes it like this: when the Balrog attacks, he ignites a small area. Because, let's face it: the Balrog is pretty much made out of fire.
Or, maybe, to be original, make a Balrog that isn't on fire, but make on with Shadow...

Yes, I saw the proof 
the hard Morodr ai did destroy my base mostly but i lasted longer than Floris eventually

I agree that Sauron should definetly stay but he should be updated. with that I mean give him some more power. with all the new OP attacks of the other factions Sauron should have more than just the meteoor power. he could summon evil monsters or some thing allong the line of that. he had a lot of creatures under his command, way more than is shown in the game or movies.

Well about Sauron, it is to my understanding that he is a necromancer (or has something to do with necromancy), shouldn't he be able to summon skeletons to his aid or something?

- The Balrog has nothing to do with Mordor as a permanent hero, in my opinion. However, it is not out of the question that with the Ring in their possesion, Saruman or Sauron could enslave it. Perhaps the two heroes (and the Goblin King?) could have a power that summons the Balrog, temporarily at least...
The Balrog should stay as a summon for the Goblins. I'm sorry, it would be just too overpowerd. Also, you seem to have invented dozens of generic Troll/Dragon heroes for the Goblins for no other reason than, "because we can" - adding a Balrog would necessitate the removal of these guys.
- I'm still disgusted that Isengard heroes other than Saruman could keep the Ring. Okay, it's possible with a stretch of the imagination that an Uruk could pick up the Ring, and turn invisible and shit. But when the other Uruks (and Saruman!) found out that he had taken it, every scrap of power Isengard possessed would be bent to hunting down that Uruk, kicking his ass, and giving the Ring to the White Wizard. So let's say that ordinary Uruk heroes can carry the Ring back to the Fortress for Saruman to collect, and turn invisible when they put it on. But no more. No super-powered Uruk Ring heroes. It's just too stupid.
Besides, this way you can really go to town on making a great Ring Hero version of Saruman, who would gain the title of Saruman of Many Colours. You could change his skin, giving him robes that sparke a little like Galadriel. He would deal damage a little slower than Galadriel, but in a wider radius and more powerful. All of his powers would be replaced by improved versions, such as a Wizard Blast that can drive back a small army, a Fire Bolt that starts a fire on a large radius while also doing tremendous damage, a Speechcraft ability that not only trains Uruks but gives them a temporary knockback effect plus armor and damage, a Will of the Ring power that converts all units permanantly in a large area and finally a fantastic Lvl. 10 power, like a special Word of Power attack that does double the usual damage and can harm buildings. The Ring heroes are supposed to be the real best. However, he'd still have to level up to earn these powers, and would have the same armor and health as usual Saruman, making him vulnerable.
I have already given a good suggestion about the Hobbit system and how to find the Ring, but there was no Ring-Finder for Isengard, Goblins or MotE. Gollum can only be for one faction, which would be Mordor, Isengard or Goblins. The other ones would have to do with some generic orc for their Ring Finder- perhaps Grishnakh and Snaga?

- The whole ring power thing should be optional. It's way out of canon. Plus, if no ring heroes where does Sauron go? The moon?
- A Nazgul being super powered by the ring?? Yeah, never mind that Sauron controls everything they do, he's gonna let one keep his ring...
- Balrog would make more sense as a permanent hero for mordor than the goblins. Sauron is more likely to be able to control the Balrog then the Goblin King. I think.
- Finally, if the super powered heroes via ring thingy is optional, then the heroes that should be available for each faction are:
Gondor: Isildur (or if it's war of the ring based Aragorn)
Rohan: Eorl (or if it's war of the ring based Theoden/Eomer)
Elves: Gil Galad
