Right Click -> Then in the Target and Star in change the adress to your place of BFME installation...

Ie, mine looks like this

"D:\Games\The Battle for Middle-earth ™\lotrbfme.exe" -mod tfa.big
"D:\Games\The Battle for Middle-earth ™"

Otherwise, you may copy a shortcut you have for the unmodded game, and just throw in the bold part of the above in the Target section again, that is:

-mod tfa.big

Make a shortcut to your original BFME game

Then, right click that, and press the last thing, Properties, and you can see some lines you can edit, one of the is called Target
In there, at the very end, add -mod tfa.big

You could try putting tfa.big in C:\ and changing the -mod command to -mod "C:\tfa.big"

Is your battle for middle earth installed to the default directory(C:\program files\EA games\Battle for middle earth tm)? Im not sure if its the same with this mod but a common problem with mods not working is that the shortcut provided by the mod does not match the players bfme directory, so if you have itt installed in a different place it might not work

I might be wrong as im not sure when it comes to this mod

Should be the standard BFME install directory, however since I don't have it installed there, the installer might be bugged..
