Tsu'tey is a Mongolian name, but apart from that, not really. Their culture is distinctly reminiscent of the white propagandised version of Native American culture, but the names aren't particularly Injun. (The idea of the noble savage was not a viewpoint to which the Native Americans ever actually subscribed. They would farm an area of land until it was all used up and then leave. Real noble.)
But yeah, the names are not Native American. Tsu'tey and Eytukan are both of Mongolian origin, and Moat and Neytiri are just plain made up.

I disagree, Vort. It's true that most of the Pacific Northwest and Great Plains were once virgin forest - now all of it is new, secondary growth. However, the Native Americans burned down the old forests to replenish and nourish the soil, not just grow it all out 
And for those saying the Na'vi are just Injuns in Space; Cameron has said that they are a mix of many different indigenous cultures, such as the Zulu and Masai, Great Plains and Pacific Northwest tribes, Australian Aborigine, and New Zealand Maori.
