Whenever I attack a starbase, particularly a level 1 one with fighters and bombers, and I zoom in, I see most of the torpedoes missing. They seem to miss the bottom bone, but before they can turn around to attack again, they run out of fuel.

Ah. They need targeting bones because there are no targetable hardpoints and the center of the model (default target) may be in space, or at least well outside the collision mesh. I'll make a note to import/convert those models and fix it.
