Stay away from the .RPG format, unless you are Blizzard.


I dunno if I'm ignorant on the topic of file format and "RTS models", but i dunno how much help you can get with those three words.

Of course, you can very easily convert between formats so just use whatever tool you're comfortable with, be it Maya, Blender or Max (or other, if you're insane).
Most game developers I've spoken to use Max. But as a rule, Maya is popular in animation and the Japan game scene, so its generally a matter of taste between studios.

Use COLLADA. It is quite flexible and there are several exporters for every 3D modelling program working for it.
