I was wondering how to move the Balrog power and put it into a different level, I think it's called a tier, to an earlier level, so you can buy it from an earlier point in the game. If anyone can help me with this, I would be very VERY thankful.

This is what you need :
in science.ini :
Change the prerequisite mordor or wild sciences to those you want Balrog to come after... - but if there would be any science that should follow him in you system, you will have to improve that one as well (add Balrog to the prerequisite sciences of all these sciencies) ; or you may comment out all (all in the file science.ini) the prerequisite sciences which makes all sciences accessible with only the purchase point cost limit
The position of the science is given by MordorSpellStoreCommandSet, the position of the power by MordorSpellBookCommandSet.

So are you saying that I could remove the PrerequisiteSciences? If so, would that be easier?

...yes, try it ; it is much easier, of course... if you do it, with 25 points you may purchase the Balrog Ally science with no need to have purchased also any of the prerequisite sciences - and it is much easier than for the spell book changes for any faction that can be done just by changing the commandsets... no need to check the specific science tree... it needs balance testing of course and the powerful spells like Balrog should get more expensive if you use this method

I think I am going to do the Prerequisite. The other one sounds easier, but I want them to be forced to get the balrog.
I tried, but could you do one for me, so I can see how it is done? I would like it to be on the first or second level of powers....
It's for my enemy. I want to fight the Balrog with my hero.
Or do you have any suggestions on what I should do?

The definition of prerequisite sciences does not force the player to use the power, on the contrary, it limits the use of them... if you want the ennemy to summon the Balrog soon, comment out the prerequisite sciences for it and make it cheaper
