Lauri raised some points in the Shire Topic so I gave it some thought and I believe I have come up with a solution.

What was the problem I hear you ask (either you said it or I'm imagining things)

Shire is mostly Hobbits which is great but hard to work with for a few reasons.
The big reason being Siege.
How do Hobbits do Siege?

They don't seem the type to build Mangonels,Trebuchets and Ballistas.
Nor would they build Battering Rams and explosives.
So how do Hobbits take on a Gondor army all hauled up in their Castle.
The answer is they can't.
Not if I want to keep the Hobbits as close to Lore and common sense as possible.

So with that in mind I brought back the Bree units, but this time they'll play a larger role in the faction.
This meant realistically I had to change the name to Eriador.
Even with Bree there is a bit lacking for a faction so with some thought I decided to include to sort of mini factions.

Lossoth and Druedain.
The Druedain will be from Drúwaith Iaur and Lossoth from Forochel.
These 2 realms are not part of Eriador but that kind of thing hasn't stopped me before (Ie Rivendell with Mithlond units) :shiftee2:
The units from these 2 realms will mostly be support and elite units.

Thankfully a lot of the work has been done for Eriador already even Lossoth has most of the units done.

Below you will find the tech tree for Eriador complete with a synopsis of combat.
This is a first draft of the tech tree but I doubt it will change much from what is here.

With all that said,I am pleased to present Eriador

Fear,Fire Foes Awake - hastens Shire unit production
Fellowship - Summons Strider,Gimli,Legolas and Boromir for a short time

Ales system

Eriador will not have upgrades like other factions instead they'll use the Ales system.
Ales will work as buffs for units.
When units go near the Bree Tavern they become buffed this buff will stay with the unit increasing attack and armour for up to 2 mins.
Units will need to return to the Tavern once the buff is up to replenish it.

A Tavern can specialise in a particular Ale each offering a different buff and varying in price.
600 - Heady Ale - increases Armour and Attack
500 - Light Ale - increases speed and fear resistance
Free - Poor Man's Ale - increases Armour slightly
800, requires Gandalf to be built - Gandalf's Choice - units become immune to fear,kb and gain a speed boost

Playstyle:

Eriador will be a faction that specialises in harrassing the enemy.
They'll have various fast moving lightly armed and armoured units perfectly suited to chipping away the enemy.
Eriador however lack in real power with few physically strong units.
They also lack in upgrades instead relying on the Ales system units will often return to base to replenish.
Eriador have limited Siege their only siege consisting of a Battering Ram and a Siege Ladder but they also have Gandalf.
Gandalf will be able to attack gates with his basic attack.
Eriador will be very strong in early game with a wide selection of early game heroes and units.
Map control is Eriador's forte.
Econ plots allow for Druedain units to be built while Watchtower plots allow for the Lossoth to be built.
These to minifactions have good support and elite units that can supplement Eriador's lack of power.

Early Game:
Shire Farmers,Bree Militia,Buckland Hunters
Pippin,Merry,Fatty,Folco,Frodo and Sam
Heal,Grasslands,Shroud,Dunedain Allies
-Early game will consist of mostly Shire units creeping and claiming the econ plots.

Mid Game:
Bree Town Watch,Bree Outriders,Gatemen and some Lossoth/Druedain units
Same as early game, possibly Gandalf as well
Unexpected Friend,Gandalf the White,Cloud Break,Winter Breeze
-Mid Game will mostly consist of maintaining map control and saving for Gandalf

Late Game:
Bree Outriders,Bree Battering Ram,Bree Siege Ladder,Lossoth/Druedain units
Gandalf
Song for Tom,Forest of the Druedain,Fear,Fire Foes Awake,Fellowship
-Late game will consist of taking the enemy late game spells and of course Gandalf will play a large role

Progress:
I will split these into the minifaction parts to make it easier.
Shire units- Most of the Shire's units are done
Shire Buildings-Shire Farm is done, concept done for Mill,Inn will need to be redone at some point
Shire Heroes- some work to do on Folco and Fatty
Bree units- need to remake Bree units
Bree Buildings- need to remake Bree buildings, textures almost done
Bree Heroes-have to make Butturbur
Lossoth Units-Drengr,Veidimadr,Falconeer's Falcon and Lynx are done, just need to make Falconeer.
Lossoth Buildings-Veidimader Hus is done
Druedain units- need to remake
Druedain buildings-none yet
Spells- most are done from the Shire's spell, shouldn't take too long :p
Upgrades-only one to make, should take no time at all
Ales- not done yet
