I apologize I didn't get this up sooner, I thought I had posted it already but I believe I closed the tab prematurely.
Now, on to the changes.
The Thor build time has been decreased from 75 seconds to 60 seconds. I haven't seen a lot of Thors being used, and perhaps this will remedy that. There seem to be a lot of bio builds being used (Marine Marauder and Medivac) and not a lot of mech builds. Perhaps this will fix that.
The Siege Tank build time has also been decreased from 50 seconds to 45 seconds. This, as well, may mean we will see more mech builds. We'll see how this plays out.
Now, the Marauder's Concussive Shells, which slow down enemy units when the marauder attacks, now requires an upgrade. This means when the Marauder is trained it will no longer slow units down, until you purchase this upgrade at the Barracks Tech Lab. The upgrade costs 100 minerals and 100 gas, and takes 80 seconds to research. So this too may contribute to the mech builds, seeing as marauders have been nerfed.
The Protoss Void Ray's damage has been rearranged a little. It now only has two levels of damage, instead of three, but takes the same amount of time to get up to full damage. The base damage has been increased, however, from 2(+4 armored) to 5. This means it will do much better against infantry and other units that it was completely terrible against before. Powered-up damage changed from 8 (+16 armored) to 10 (+15 armored), so also stronger there, but it has lost it's third level of damage. It will not do as much damage to heavy armored units and structures, but it will do better against the smaller units.
The Void Ray's Armor value decreased from 1 to 0, so it will be more susceptible to damage, especially from units like Marines, which were already a strong counter to the Void Ray. It also now costs 250 minerals instead of 200, and the same 150 gas.
The Roach has been nerfed again. It now only moves at a speed of 1.4 when burrowed, instead of 2.0. This means it will be harder to run away while burrowed.
The Roach's armor has been decreased from 2 to 1. This will have a huge affect, and hopefully the roach will no longer be overpowered like it seems to have been in the past. After many nerfs, this just might do the trick.
The Hydralisk's health has been decreased form 90 to 80. It now has the same health as in Brood War, although it is a tier 2 units (instead of about 1.5 in BW) and takes 2 supply instead of the original 1. The Hydralisk has seemed pretty powerful, though, especially when teamed up with Roaches in front to tank some damage.
