Step one in the process of installing IRC on a server.
1) Make sure you have a server.
Please don't be mad at me but that is funny stuff.

Heh, you'd be surprised what people sometimes think. Let's set up this, let's set up that - woops we can't even do it.
@Kenobi: Anyway, I'm going to assume your friend does have a machine with full access, otherwise he can pretty much forget about it.
What operating system does your friend's server run on? Windows or Linux/Unix? Depending on which OS you might need to choose a different server program. You can check out a big list of IRC daemons (server programs) on Wikipedia.
I've tried setting up a daemon called InspIRCd on our server here, with limited success. In any case you need to check with your hosting company first, some ban the use of IRC daemons and can terminate the hosting contract if they find out that you do. After that, pick the right daemon and follow the instructions from their website. On most Linux/Unix servers this means installing a package if there is one or compiling from source (Unix knowledge required!). On Windows it's probably just running an installer; I'm not experienced with Windows Server.
I know this is not the answer you wanted, but with so limited information I can't help you much more.

Sieben waren wild und der achte war zahm
