Could anyone with any coding skill (I think JAVA) that is a Revora Administrator or developer possibly create a Android/i Phone app?

Like, a user-friendly app that lets you easily browse and post on the forums without having to strenuously navigating the phone's internet.

Coding for Android and iPhone isn't easy and iPhone development isn't free either. Plus, mobile apps are very hard to get right: most of the time the regular website viewed in Mobile Safari or Android's browser is still a lot better. A proper mobile style for the forums would be a better step, but that also requires a lot of work which probably isn't worth it.
If you're annoyed by all the stuff on a small mobile screen you can try using the Lo-Fi Version of Revora on your phone instead.

OK, and how do i shrink my signature?

Just scale down the image to something 200 pixels high at max. Use Photoshop or whatever other image editing program you might have.

Ok but the way Revora adds the photo is the internet, how do i add it as a file?

Upload the edited image on some free photo uploading service... for example photobucket.com.
