If you have upgrade.ini, open it and find Upgrade_AngmarFaction (Ctrl+F will open a search window)

It's likely you won't find it, but if you do... well, tell us whatever you find ;)

I did find a line with Upgrade_AngmarFaction:
CODE
Upgrade Upgrade_AngmarFaction
DisplayName = UPGRADE:AngmarFaction
Type = PLAYER
End

This is how I used to do it and it worked: I extracted the ini.big file to my desktop, I removed the ini.big file, I then put the extracted ini folder into the data folder, and then I started modding. Was this the wrong way?

No, that is not a wrong way, it works if you're only modding for yourself ;)
If you are to create a mod you plan to release to the public, you should consider the -mod command
And if your going to use the -mod command (by keeping the ini.big in the RotWK folder, and extracting the ini.big to C:\YourModsPath) this is what should be in the Target:
"C:\Program Files (x86)\Electronic Arts\The Lord of the Rings, The Rise of the Witch-king\lotrbfme2ep1.exe" -mod "C:\YourModsPath"

I did the target thing and I did everything else. But how do I edit the ini file? I tried to edit wizard.INC and it doesn't recognize the mod....
Thank you by the way. How do you get the game to recognize and apply the mod?

Post your shortcut's target, there might be a small mistake there ;)
And also say where you created your mod's folder

editing the files is simple. Simply open them in Notepad (Or Notepad++ with ColourINI if you have it, it's much better)
Both ini files and inc files can be opened and edited ;)

The best way to check if your mod is read, is to go to your ModFolder\Data\ini\playertemplate.ini, open up that file, and find the Men faction. Then find the buildable heroes. It should say about "CreateAHero GondorBoromir GondorGandalf (and so on, and something like that..)
Now, after GondorBoromir put a ; sign. So it looks something like this: CreateAHero GondorBoromir ; GondorGandalf GondorWhateverHero
The ; will "hide" everything behind it on the same line so it doesn't get read by the game. So this means that any hero for Men that is after Boromir shouldn't be able to be buildt now.
Now simply run the mod, play as Men and see what heroes can be buildt. If you can only build Boromir (and CreateAHero if you have that on) then you're mod is read and applied correctly. If all the normal heroes are there aswell (Aragorn, Gandalf, Theoden, Eomer, ect..) then it isn't read and not applied ;)

I tried with a whole new ini file and it worked, but when I try to put my old modding ini folder it doesn't work...
How do I put it to where the mod can no longer play? Like to play online. Do I go back to the old target?
Also, I jut found out I cannot edit the gamedata.ini. :/ How do I change all of the unit settings now?

yeah

for easier access you can have 2 shortcuts, one for your mod and one for the normal game ;)
