3 x 9 = 27
Add the 2 that the bellhop kept and you get $29.00.
Where's the other dollar?

I.e. 27 (the amount the guys paid) + (-2) (the amount the bellhop subtracted from the amount paid) = 25 (the total amount paid to the hotel)
If you want to get more detailed:
- 3x10 = 30
- Therefore (3+3+3+3+3+3+3+3+3+3) = 25+3+2
- 3x9=25+2 (subtract 3 from both sides)
- Therefore (3x9)-2 = 25 (subtract 2 from both sides)
OR - (3x9)+2 = 25+2+2 = 29 (add 2 to both sides).

A guy had a hotel with 11 single rooms, but a group of 12 people wanted to stay at his hotel, each in his own room. Fortunately, the guy was smart. This is what he did: He sent the first guest into room 1 and asked the last to stay in the same room for a few minutes, until he had arranged everything. Thus he had already taken care of two guests temporarily. After that he sent the third guest into room number 2, the fourth into room number 3, the fifth into room number 4, and so on. After the eleventh guest had taken room number 10, he called out the twelfth guest from room number 1 and gave him his last room, number 11. In the end, everyone was happy

Yeah, Phil, your riddle is missing the second guest. I figured out Gannon's easily enough, and Haldir's made complete sense. Here's mine:
A dozen royals gathered round,

What is it (the entire riddle, not the last line) referring to?
A game of cards? Or a deck of cards? If it's a specific card-game then I don't know, because I don't know any card-games.
