You have jeeps, dogs & fighter planes for scouting :?
There will be barrage balloons for SP & Zeppelin air-ships as civ units that fly around maps etc too...

do you make complete new zeppelins?
or do you just modify and recolor the kirov?
if you need a smaller one u can use the one i send you for gh
