You mean RA2 palette right.
Well why can´t you do it yourself. does it look wrong ingame? If that is the case you should uncheck shp compression in xcc mixer. I think if you explain the problem instead you can get help to fix it yourself (it is not worth 1000 credits, it is five minutes work).
Btw I can´t do it because my TS disc´s does not work.

The image looks wrong after I compress the images, I spent an stupidly long about of time trying to make it work and it looks rubbish.
I just want someone to do and have the credits because
1) I am generous
2) I need to focus on ini modding
Gamemate it should be fine, XCC mixer can read off discs, you don't have to install the game.

Actually the discs are not working at all (I have tested to extract the mix files). I believe my brother has been careless with them when I lended him them.
Uppload the TS frames and I will do it, but I don´t want any credits Oh btw I can´t do it until I get of work.

just when you compile the mouse.shp back to shp form from pcx do not use compression...
I would extract the TS mouse.shp as pcxs and then use psp to convert those frames to same palette as the ra2 one has..like in psp, in ra2 pcxs u select save palette and in your ts frames presenting the ion cannon cursor you load palette on each of them and save and then insert in the place of weather cloud cursor... should work... :|

Yey another Edit: Also, becareful of the palletes you leave in your directory! That's why I couldn't figure out why my game kept making my mouse cursor look stupid. I had a pal file in the directory the same name as its mouse pal and it kept trying to use it, and thus, really screwing up the colors.
