Crisis came, sadly it was elections year so no anti-crisis measure was taken.
Later, they took austerity measures (when it was a bit too late, some say.) respectively cutting state salaries with 25%. They wanted to cut the pensions with 15% as well, but then they decided to raise the VAT from 19% to 24%. And that was it. We're still waiting for the crisis to pass and raise the salaries again. Or at least this is what our government wants.
So, nowadays, if someone sees those official cars with cops and whatnot behind, they boo them. It doesn't matter who it is, they simply boo them.
Therefore, I'm wondering: Are people acting like that in other states as well? I personally consider that what they're doing is pointless, yes we have a rather very corrupt system, but heck, booing them won't help at all. Rather recently, the Regional Development and Tourism Minister (aka this chick) was booed for taking part at a rather popular box match here. I still find it a bit...don't know.

Thing is, in 2008 we had a 42 bn EUR budget, now it's about 26 bn. So... depends how you interpret it.

Reducing pay and pension is a pretty common way to get out of economic turmoil. It sucks if the rich does not eat the same medicine, but it has proven effective in the past.
Personally I don't mind VAT increases, if you are a firm you don't have to pay it all anyway, but reducing pay with 25% is brutal, especially if the wages already are minimal. It can provoke more corruption and less taxes being paid, thus amplifying the crisis.
Hopefully things will even out in the long run, but that depends on our leaders...
