Help on Chill Soul power

I added Karsh's Chill Soul power to a custom hero, but the damage it deals is always that of a level 10 Karsh. Does anywhere know where the code is that increases the damage he deals per level? I might know a few ways to do this for my custom hero, but I'm curious as to how EA does this with Karsh.

It uses a weapon...
Which has:
		AttributeModifier = ChillSoulModifier
		DamageFXType = SWORD_SLASH  ;used to cross with their DamageFX listing to determine what effect to play
See if you can add some sort of upgrade filter to it...
If not, you will need to change the FireWeaponUpdate so that it uses upgrades...
