Fighters in space engage but don't shoot?

Okay. Are your graphics settings at maximum? That shouldn't make a difference, but it may help make lasers more visible. I assume that when you run the mod, there are no errors displayed and the loading screen and main menu both show Phoenix Rising v1.2. Make sure you are using skirmish maps from the Custom Maps section, not Official.
Could you start a galactic conquest map and attack a planet to see if it works there?

There should be Config.meg, Maps.meg and megafiles.xml in there. In Art, there should be a models folder. That folder has all the projectiles in. Make sure that there are lots of files with names like "w_double_turbolaser_green.alo". If not, you will need to reinstall the mod.
If it still isn't working, try reinstalling EaW and FoC.
Beyond that advice, I cannot provide much help because I cannot reproduce the problem.
