Maybe it's an improvement

I did get it once, spent ages downloading it on my 56K, to find that it wouldn't load. It said my CD-Key was invalid. The only reason I could think of for this was that the first two digits of my CD-Key had faded, so I had to go through 1-99 (fortunately it was only 26) and it let me play Half Life again. I've never been able to play any mods though.
EDIT: I've just got it, the thing lets me get in fine, even after typing my serial number, it won't let me download still. It is valid, as changing one number makes it not work, I have a feeling that it was probably used in a keygen and somebody else may have registered it. Well, at least I can still play HL.

No, it does. I tried downloading Counterstrike and Day of Defeat and it didn't work.
