According to a friend, an approximate translation of that is "It's him Hot Blood of the Latin American people! VIVA LA REVOLUCION!"
He went on to say that "it's poorly written and written by a fucking dumbass who should be impaled" and "or THE hot blood but it literally translates to "him hot blood" because whoever wrote that is a lobotomite."

Well, the friend thought it was a message of socialist support rather than a game and has had experience living under socialism... Yeah. He doesn't like people thinking places like Cuba and Venezuela are paradises.
