30% less damage than usual...
100% means full damage, 70 means... well not full

It means that instead of doing the normal damage, it will only deal 70% of the normal damage with a DamageScalar = 70%. So instead of dealing 10 damage, it deals 7 damage.
But isn't the DamageScalar usually in weapons?

I had honestly not seen it before, it does indeed look like it's telling the game that absolutely all damage done towards them is firstly scaled to x % (in this case down to 70%), and then they're affected by the values. But I don't know for sure.
Do you need to know what it does, or are you just curious?

Well i want to know if to change it because in the mod i'm making (hoping to be released ) i want balance ! i have already finished with the hero armor they are now greatly done so i wanted to give each unit a different advantage for the lorien warriors i was hoping to make them more formidable against pikes and swordsman and improve with a new skn e.t.c

Well you could just ignore it and use the old ways. You'll notice that most units do use the old method still. That is, without that DamageScalar. Much easier to balance that way.
I think the DamageScalar is really just an added overall armour boost. Say you have a soldier without armour. If you give him a chainmaile coat, he'll be very protected from arrows*, but he'd still be better protected from everything else too. So instead of changing the values of all down 20%, and setting the PIERCE setting down 50%, you could simply put a DamageScalar = 80% and then set the PIERCE down 50%. That way, you won't have to make more than 2 changes, instead of all of them
