NPSE is installed correctly on the my copy of YR from FTD but when I try to launch it NPSE isn't acivated (police vans still spamming), I know it is installed because the exact same files are working for a friend and the version manager says NPSE is installed versus just saying that YR .001 is installed.
Any ideas?

Do you have MO in the folder you installed YR too?
If you have more than a single copy of the game, then only that instance is NPatched where you have installed YR and the rest shall be changed manually (gamemd.exes differ, YR is close 4 MB, NP is between 5-6 MB IIRC).
