Seems to me currently there are just too many pilots as heroes, resulting in multiple squadrons of the same squadron in some cases.

 

Solution: Instead, go by squadron and era.

 

So for example, instead of Wedge and Tycho, you get Rogue Squadron with BOTH of them.

It'd require a little reaming and reworking, but would clear up the hero clutter some.

I think part of the reason there are so many pilot heroes is due to Skyhook. If memory serves, only hero pilots can kill the DS. For the Empire, one of the best counters to Rebel pilot heroes is, you guessed it, pilot heroes. 

 

As new campaigns are developed, new heroes are needed for those campaigns. I believed PR mentioned that, at this point hero additions are mainly based on their relevance to specific campaigns.

You have it right.

Pilot heros are needed for Operation Skyhook.

 

However, each campaign has its own selection of heroes, some of which only feature in a single campaign. Skyhook has more pilot heroes than any other campaign certianly, while others feature fleet and ground officers.

 

As i update the campaigns, hero selection is very important and we want to make it diverse and interesting.

Military formations are not heroes; people are heroes.  The Rogues can be a flight, squadron, wing, or group as the situation demands.  This was the case historically, despite the persistence of the use of "squadron" in colloquial speech.

 

This complaint has come up before and - I have to be honest - I find it perplexing.  Is there a confusion over what heroes do in PR?  Nobody complains about there being too many generic officers, yet there's not much practical difference between the two.

Actually,

The Rogues have always been a squadron.
And the Rogues as a whole are more of a squad of heroes.

 

Same with the 181st for the imps, really, except the 181st was a larger group than a squadron.

That's simply not true.  They were a flight salvaged from the remnants of Red squadron and grew as large as a numbered air force (in contemporary terminology; I don't believe an equivalent exists in-universe) after Balan's united warlords retook Coruscant.  "Rogue" is merely an organizational container; a real chain of command ebbs and flows.  I mean, it's war: losses are inevitable.

Haven't read the Balan books/comics, or wherever that occured in, but the Rogues have in quite a few books (from Zahn's trilogy, thru all the Rogue/Wraith books) been a figher squadron, staffed at a standard level of 12 ships/pilots (plus or minus a few at times).
