I plan to get an upgrade my PC however I read somewhere that windows 8 doesn't support 8 , 16 , 32 bit programs/games .I want to know if this will prevent me from playing MO and Zero Hour .

If it supports Red Alert 2 & Tiberian Sun it'll work with W8

^That's not entirely true.
Zero Hour will work, but TS and YR has a high chance to bug out. Windowed mode looks to be the most stable way to fix these issues.

I can tell you, yes.
But you have to quit MO to start a second game, or it'll crush.

YR works if you go for the CNC The First Decade DVD. TS is damn buggy on Windows 8 but there are fixes for that. Try downloading CNC TFD and install RA2 and YR from TFD.

Here's a link from xwis.net (the EA-sponsored RA2/YR/TS server) regarding running these games in Windows 8:

Known issues with Windows 8 for MO 3.0 are:
After failing or succeeding a Single Player mission, the Main executable for Mental Omega will stop working (you'll get a crash to desktop) and you'll have to restart the mod.
After playing a Coop mission, be it succesful, failed or quit for any other reason, the same error message will pop up as soon as you play ANY OTHER GAMEMODE, be it online, Single Player Mission or Skirmish.
Only way currently known to prevent this crash from happening, is quitting the game and restarting after every Single Player mission / Coop mission attempt and restarting the game

For me Yuri's revenge/MO doesn't start up at all, having to resort to play in a virtual machine with windows XP.

I just don't understand why people are using this crap (win8). IMO it's like Vista was: everything buggy, nothing works perfectly, it is a resource hog, not to mention how the desktop looks.... The real solution to all your problems: get Win7! But even XP will do better.

Get win 7, but even that have problems as well.
XP runs most thing smoothly, except today craps that requires 64bit OS, Dx10 or more than 3.5 Gbs of RAM to run.
We're still playing old games alots, so why bother with them?

Win 7 is good for old games as well, because unlike XP, Win7's compatibility mode actually works. Win7 is possibly the best thing for running all kinds of games, including both old and new. Also Win8 is not only bad due to reasons above, but as many devs (some I know personally) and other industry officials said, Win8 have traces of Microsoft trying to build a "walled garden" of distribution, aka it has the possibility that in Win9 or any future OS, only those software will run normally on your PC which is installed through MS' own app store. We are not there yet, but there are signs pointing to that, and this is one reason Steam started working with Linux and the SteamOS.

Problem now is all new PCs bought now have W8 installed. you either have to find an old used one which usually possesses problems on its own or you buy a new W7 one for your PC...

Yeah, I was pretty sure this was the reason. The same was the case with my father's laptop, it seems like it's the only way to sell this POS.

If it doesn't work with compatibility mode for Win98, windowed mode (TUC requires those fixed launchers for that) and running as admin, then there's a problem with the user's settings There's no reason RA2/YR wouldn't work on 64-bit OS-es this way.

Set stuff to 16-bit (MOLauncher, gamemo and Syringe) and the same compability mode, start MO windowed, everything works fine, except you have to restart after every game.
This comes from someone who played MO for months on a 64-bit Windows 8 PC.

Alt-tabbing also breaks the display of the game
