I think it might be for Volkov and Chitzkoi to enjoy after the mission, and immerse themselves in the Parisian lifestyle. Granted that most of the city has been demolished by them and a now-gone Eiffel Tower. But hey, whose to say they can't enjoy what's left of the city? ;D

I thought it was to repair the Paris Eiffel Tower before it got Ion Cannoned Mercury Uplinked.
