Upgrades Greyed Out

I'm having a problem getting one of my hero's special powers to enable (actually, anything above level 1 is not working at the moment).  The power begins paused but when I hit level 3 (or higher) it never un-pauses.  

 

Below is the power as it appears in my hero's ini file:  

 

Behavior = UnpauseSpecialPowerUpgrade ModuleTag_DarknessEnabler
        SpecialPowerTemplate = SpecialAbilityDarkness
        TriggeredBy = Upgrade_ObjectLevel3
    End

In experience.ini I have the following:

Should all be good, the powers show up with no errors, just can't click them.  I think it might have something to do with using Upgrade_ObjectLevel3 but it is in use in other hero's so not sure what I am doing wrong here.

Nevermind, I fixed it, not sure how though, maybe formatting changes I made?

Use [code*][/code*] to wrap your code into a codebox (remove the * ). Can't see anything wrong with your code, so I'm glad it works now.
